Basic Function LyondellBasell's Procurement Function (GPU) facilitates supply solutions globally for the company that includes all transactional activity alongside of the entire Procure to Pay process, non-strategic supplier relationships and provides value to our stakeholders in the acquisition of materials, services and integrated business solutions. This position will manage a team of 4-5 buyers supporting 2 locations within the Gulf Coast region and will report to the North America Field Buying Procurement Manager. This position will be primarily located at our Bay Port and La Port sites, 15 - 20 miles from Downtown Houston. It is a mandatory to have presence at the sites at most of the time and spend approximately equal amount of time at both locations. Manages and develops the entire Procurement staff located at La Port and Bay Port sites within the Gulf Coast region. Serves as single focal point for Manufacturing and operations for the entire region. Collaborates with peers in other regions of U.S., the Procurement Service Center and Enterprise Service Center to drive continuous improvement and alignment for ultimate value delivery to our stakeholders Supports development and implementation of local sourcing strategies for site-specific and regional technical services and materials spend Drives purchase-to-pay process performance improvements that includes process automation, AI and RPA and other efficiency improvement technologies Acts as a true business partner for sites leadership teams and provides comprehensive procurement solutions to all stakeholders located at the sites Acts as a one stop shop for all Procurement needs for the site managers and their entire team members Collaborates with Centralized Sourcing Category and Regional Sourcing teams and reinforce one team mind set when implementing Sourcing strategy Maximizing Managed spend and ensures that spend not covered by strategy is well managed, via market analysis, RFP/RFQ, supplier negotiation and other procurement activity Ensures all operational procurement KPIs are within predetermined levels Contributes to the development ,implementation and reinforcement of purchase-to-pay strategic sourcing processes, procedures, and systems in full compliance with internal control requirements and established processes and policies Using the latest technology in day to day work and opened up to new ideas like digitization Consistently identifying room for improvement, searching for supplier innovation techniques, works towards bringing procurement team as a whole into best run Procurement Organization Use out of the box thinking process to improve existing process and drive efficiency to the top quadrant Roles & Responsibilities Understands GoalZero principals, educates the team and implement those principals in everyday life Ensures high ethical standards are met by self and the organization within area of responsibility Do work in compliance with all LYB policies, standards, rules and procedures Manages and develops Field Procurement team to become best in class to provide timely acquisition of technical services and materials at lowest total cost of ownership within specified time frame Coaches, develops, and motivates employees through formal and informal processes including dialogs, skill gap analysis, training and mentoring Supervises and develops Buyers / Procurement Specialists /Sourcing Specialists within the procurement team to meet efficiency and KPI targets. Holds regular business reviews with the site leadership teams and provides detailed report of the function performance to all site managers Understand Operations / Manufacturing needs and ensures that goals are aligned with company goals, business drivers, and functional goals. Develops effective business partner relationships concept with internal stakeholders Works effectively with the suppliers in compliance with the highest ethical standards Implement and maintain metrics that clearly indicate the performance level of departmental and supplier effectiveness. Accountable for contracts in area of responsibility including sourcing plans, strategy implementation, change management Maintains focus on value added activities and able to identify and implement alternative, innovative, and creative solutions to drive lowest total cost of ownership. Capable of balancing cost saving opportunity with risk mitigation Develops strong working relationship with Category team; approaches the sourcing strategy methodology according to guidelines; conducts necessary project management activity for local site projects. Acts as a champion of change with internal customers and staff Leads moderate to more complex projects. Can manage multiple work streams with moderate risk and complexity; develops the strategy for projects including cross- functional teams and can effectively lead cross-functional teams. At the site and regional level, promotes cross-functional teams in assessing risks and developing models associated with supply and technical improvements. Min. Qualifications Bachelor's degree required (or recognized equivalent). 5
years related experience required with a degree Prior experience as a manager, leading a team of direct reports is required. 10
years of experience in Technical or Business-related positions. At the site and regional level, possesses and advanced knowledge of the company products and processes at local sites relating to production, maintenance, materials management, and purchasing. Advanced knowledge and ability to apply the concepts of general business systems, personnel management, team dynamics, purchasing management, concepts of strategic planning and sourcing, performance measurements, and management through systems at local teams and sites. At the site and regional level, possesses an advanced understanding of markets and business practices at site level. Preferred Qualifications Master's degree preferred (or recognized equivalent). 3
years of chemical or oil & gas experience and knowledge related to purchasing and materials management is preffered
Salary Range:
$80K -- $100K
Minimum Qualification
ProcurementEstimated Salary: $20 to $28 per hour based on qualifications.
